MAIL HANDLING PROTOCOLS

Postal offices across the country have adopted measures to address the potential threat posed by suspicious mail. Government receives a large volume of mail addressed to individuals and departments, sometimes directly from Canada Post, sometimes from other provincial government mail handling facilities, sometimes directly through courier companies. In view of the volume and the variety of sources and delivery methods of incoming mail, government is introducing precautionary procedures to ensure the safety of its staff and facilities.

If you receive a suspicious-looking unopened letter or package:
 
  • immediately contact your supervisor;
     
  • ensure that no one shakes, touches or disturbs the package;
     
  • wash your hands thoroughly. 

The supervisor will: 

  • ensure that the immediate area is cleared of non-essential personnel;
     
  • contact the addressee to determine if that individual was expecting this envelope or package;
     
  • if addressee cannot be contacted or expresses doubts as to the contents of the package, the supervisor will place the package in a plastic bag and seal it with a ziplock or twist tie; wearing latex gloves is recommended;
     
  • place sealed bag in a container and cover the container;
    contact senior management, the RNC /RCMP and the Chief of Life Safety and Security (709-729-3443);
     
  • list all people who were in the area when the suspicious package arrived.

Contact your Director of Human Resources for more detailed information on types of suspicious mail and mail handling procedures relating to suspicious opened letters or packages with a strange substance in it.
 
 
Protocol for handing courier packages
 
At the Confederation Complex, courier personnel will soon begin to deliver packages to the Mail Room, located on the basement level of the East Block, Confederation Building. When this protocol is implemented, employees sending and receiving courier packages will have to make arrangements to drop off and pick up courier packages at the Mail Room.
 
In government buildings with a central mail room, all courier packages will be handled through that office. In all other locations, courier packages that raise any suspicion should be handled using the mail handling protocols outlined above.
