PROTOCOLS FOR USE OF GOVERNMENT GROUNDS 
OR FACILITIES BY THIRD PARTIES

An independent review of safety and security within the Confederation Complex has identified a number of improvements that will be made in the buildings to protect employees and visitors, as well as government facilities.

Use of any area within the Confederation Complex buildings or any government facility for an activity or event will require preauthorization by the Department of Works, Services and Transportation. If use of an outside area is required by a third party, sufficient notice should be given to WST to help facilitate necessary arrangements, as may be deemed appropriate by WST.

 
Ceremonial and Fundraising Events


Many ceremonial and fundraising events are, and can continue to be, held in various areas of the Confederation Complex buildings. Government facilities in other regions of the province may host similar events. These events require prior approval from and can be facilitated by the Department of Works, Services and Transportation. 

 
Demonstrations and Protests

Demonstrations and protests are not be permitted within government buildings. This Policy is consistent with other jurisdictions in Canada. 

At Confederation Complex, citizens will be able to exercise their right to assemble and protest in the outside area around the Coat of Arms Lookout, which has been designed specifically for public gatherings. Its features include electrical hookup for audio-visual equipment, a tiered setting for speakers to engage large audiences safely and conveniently, and high visibility from Prince Phillip Drive.

The House of Assembly will still be open to and welcome visitors. Security enhancements will enable us to provide a better, safer and more secure environment for employees, Members of the House of Assembly and members of the public visiting the gallery.
