  Understanding Identification Card / Visitor Pass Protocols

Requesting or Returning Card
  
The Identification Section, Engineering Support Services Division, Department of Transportation and Works is responsible for the issuing and disposing of ID cards. ID cards will only be issued to individuals who provide written confirmation of employment and identification documents; and if applicable, are in uniform and provide the ID badges or shields of their branch of service (example. Royal Newfoundland Constabulary, Conservation Officers, Park Rangers, etc.). Although there may be exceptions, most requests for cards should be made through the Human Resources Division or their designate within each department. Please refer to the appropriate Request Classifications section below for additional information.
  
Fees:    Government departments are provided ID cards at no charge. However, the ID Section may administer a $10 fee for abused, misplaced or replacement cards.
 
Commissions / Agencies / Boards are changed a fee of $10 per person to cover administration / production costs.

Request Classifications
 
New employees: Requests for new employees should be made through the Human Resources Division or their designate within each department. Permanent employees will be issued cards for a period of five years; temporary employees will be issued cards based on their employment contract or the conditions set by the requesting department.
 
Department Change:   Requests for employees who have changed departments should be made through the Human Resources Division or their designate of the employing department.
 
Authority Changes: Requests for employees whose status has changed. and require a title or authority printed or removed from the card, should be made through the Human Resources Division or their designate of the employing department.
 
Expired Card: Requests for renewal of ID cards where there are no changes other than the expiry date can be made directly to the ID Card Coordinator. The expired card must be returned prior to the new card being issued.
 
Students: Requests for ID cards to students should be made through the Human Resources Division or their designate within each department.
 
Contractors: Outside contractors, such as cleaners, service contractors, etc. are required to wear their contractor’s ID at all times while working in or around government facilities. These cards will be issued at the request of the Building or Property Maintenance Division of the Department of Transportation and Works.
 
Visitor Passes: All visitors will be required to report to the security desk and obtain a visitor pass. Visitor passes are to be returned to the Security Desk upon preparing to leave the facility. Visitor Passes will be issued to individuals departments upon request from the Human Resources Division of the Department. 
 
Department Access Cards:

 

Department access cards will be provided to departments upon request. The purpose of these cards is to assist in building security and department access control, in the event of security sensitive conditions (demonstrations, strike, VIP security requirements, etc.)
 
Returning Cards: All ID cards, except those falling in the Expired, Contractor, or Visitor Pass categories, must be returned to the Human Resources Division of the Department under which they were issued upon termination of employment; or when a change in status affects the authority of the card. The Human Resources Division must return the ID cards to the ID Section so the database can be updated to reflect the changes, and the cards can be destroyed.
