Branch Profiles

The Department of Transportation and Works’ provincial headquarters is located at the Confederation Complex in St. John’s and is responsible for policy and planning, project management and design, strategic operational management, and corporate administrative services.  The seven regional offices throughout the province provide construction, maintenance and operational services while the depots provide direct services such as snow clearing and road maintenance.  The regional offices operate 32 depots year-round and an additional 23 in the winter in 55 communities throughout the province.  With over 1,700 employees located throughout the entire province, the Department of Transportation and Works has the largest number of employees within any government department.  

The Department of Transportation and Works is divided into four branches: Road and Air Transportation, Marine Transportation Services, Works, and Strategic and Corporate Services.

Provision and maintenance of a provincial road transportation system that includes:
  • Summer and winter maintenance (snow clearing and ice control) on over 9,000 kilometres of primary and secondary highways and community access roads;
  • Construction of new roads and management of road improvement projects;
  • Management of government’s fleet of light vehicles;
  • Management of government’s heavy equipment fleet (including snow clearing equipment, etc.);
  • Provision of up to date image of driving conditions from ten camera locations throughout the province (www.roads.gov.nl.ca/cameras/default.stm);
  • Provision of environmental services for provincial roads projects; and,
  • Operation and maintenance of government’s fleet of aircraft for air ambulance and water bomber services.

Responsible for the provincial marine services, including:
  • Provision and operation of government-owned vessels;
  • Maintenance, repair and improvements of government-owned vessels;
  • Tendering and management of contracts for the operation of  contracted ferry services; and,
  • Provision for fleet modernization through the government’s vessel replacement strategy
  • Note:The Department of Transportation and Works is not responsible for the Gulf  Ferry Service.  Responsibility for this service resides with the Government of Canada through Marine Atlantic Incorporate (www.marineatlantic.ca).

The province is broken down into four regions with regional offices located in each of the four areas: Avalon; Central; Western; & Labrador.

The Avalon Region incorporates the geographical area of the Avalon Peninsula.

The Central Region covers the area from Bellevue to Baie Verte which includes Grand Falls -Windsor, the Burin Peninsula and Clarenville.

The Western Region covers the geographical area from Port-aux-Basques to St. Anthony and East to White Bay.

The Labrador Region covers all of Labrador

All Regional Operations (Works) are Responsible for:

  • Program delivery of property management services and a shared responsibility for the delivery of property development, alterations, and improvement services;
     
  • Serving as building landlord including operation and maintenance service to government owned and leased properties;
     
  • Management of financial, human, plant, and material resources for these activities;
     
  • Regional program delivery for the leasing of office buildings for government departments and the acquisition and disposal of realty assets.

  • Developing, implementing, reviewing, and evaluating all departmental computer
    systems; and providing systems advice to all departmental managers;

Responsible for:

  • providing buildings design, advisory and management services to government client departments and to regional Works offices of the Department. Its mandate is to ensure high quality facilities are built on time and within the client’s budget. 

    The Division offers the following principal services.
     

    • Technical architectural and engineering advisory services are provided on the planning, implementation and evaluation of building projects for government departments and agencies.
       
    • Architectural and engineering design services are provided predominantly to support regional Works operations in implementing program expenditures for alterations and improvements to property.
       
    • Project management services are provided on major buildings projects funded by Government. Project management refers to the delivery system required to provide a quality facility built on budget and on time, from start of planning of the project to occupancy and handover of the building.
       
    • Overall financial management and tracking of the capital budget for buildings are the prime responsibility of the project financial administration group.
       
    • Document management services provided by the Division comprise of:
       
      • central depository of building plans (project record drawings)
      • registry of building construction contract documents where contract surety bonds h have been provided to Tendering & Contracts 
      • technical library of building codes, standards and guidelines, product information catalogues and other technical literature
         
    • Construction and maintenance of electronic document management system

Accommodations
 

Responsible for:

  • Efficient allocation of space in government owned buildings;
     
  • Determining space requirements for all government departments, as well as some agencies;
     
  • Preparing specifications and calling and evaluating tenders of space requirements for government departments and agencies;
     
  • Administration of all departmental leases;

  • Renting government space to private sector individuals and companies for provision of services to government;

  • Databases consisting of inventory of government-owned and leased facilities throughout Newfoundland and Labrador.

Responsible for:

  • Acquiring all real property required by government departments by purchase, exchange, or expropriation;
     
  • Disposal of real property no longer required by government;
     
  • Maintaining an inventory of government owned lands in the province;
     
  • Administering public works development areas;
     
  • Coordinating transfers of real property between the province and the federal government;
     
  • Acting in an advisory capacity on a number of ongoing land related committees and other "ad hoc" committees;
     
  • Property Acquisition Databases consisting of government-owned properties, road closures, highway reservation acquisitions and intergovernmental transfers throughout Newfoundland and Labrador.
